The PPWR is coming—and it directly affects your packaging film

On February 11, 2025, the EU Packaging and Packaging Waste Regulation (PPWR) entered into force. The first mandatory requirements will take effect on August 12, 2026—for all companies that manufacture, place on the market, or distribute packaging.

In concrete terms, this means that anyone selling packaging on the EU market starting in 2026 will need a declaration of conformity for each item of packaging. Anyone using plastic packaging starting in 2030 must be able to demonstrate that they are using a minimum percentage of recycled material. And anyone who has not made the switch by then risks simply no longer being allowed to place their products on the market.

Declaration of Conformity effective August 2026

Starting August 12, 2026, companies must maintain a declaration of conformity for every piece of packaging placed on the market and provide it upon request. This is not a one-time task—it is an ongoing process that requires technical documentation, supplier records, and internal procedures.

What PPWR Means for Packaging Films

Key requirements at a glance:

  • Effective August 12, 2026: Declaration of conformity required for each package
  • Effective January 1, 2030: A minimum percentage of post-consumer recycled content (PCR) in plastic packaging will be mandatory—10% for food-contact packaging (excluding PET), and 35% for all other plastic packaging
  • Effective January 1, 2030: Packaging with a recyclability rate of less than 70% may no longer be placed on the market
  • Effective January 1, 2035: Recyclability must also be demonstrated on an industrial scale
  • Effective January 1, 2040: Recycling rates will increase significantly—up to 65% for all other plastic packaging

What is the PPWR, and when does it apply?

The PPWR (Packaging and Packaging Waste Regulation, EU 2025/40) is the new EU packaging regulation. It entered into force on February 11, 2025. Starting August 12, 2026, the first mandatory requirements will apply to all companies that manufacture, place on the market, or distribute packaging.

What does PPWR compliance mean for my packaging films?

PPWR-compliant films be recyclable, contain a minimum verified percentage of post-consumer recycled (PCR) material starting in 2030, and minimize the use of harmful substances. A declaration of conformity must be provided for each package starting in August 2026.
